Sierra Campbell has been working in the common interest development industry for nine years. 


In 2012, she joined the industry as a receptionist and realized she wanted to do more and learn as much as possible. Ms. Campbell found Riverside Management challenging and enjoyed the fast-paced environment. In 2013 she was hired to work at Merit (now FirstService Residential) as an Assistant Community Manager at Nepenthe Association in Campus Commons. In 2014 she became General Manager at a Condominium complex in Natomas. Ms. Campbell joined CAI as a Member in 2014, obtained her CMCA in 2016, and AMS in 2017. She has worked with FirstService Residential for 8 years and considers the company home. In August 2020, she became General Manager for Blackstone Master Association in El Dorado Hills, a position she had been working towards since deciding to pursue a management career.


Her involvement with the CAI CA North Chapter includes a Chair in 2021 and Member of the Ladies Tea Committee, and Vice Chair for the Gala Committee. Ms. Campbell was recognized by CAI North Chapter as Onsite Manager of the Year in 2015 and 2017, and Community Manager of the Year in 2019. Ms. Campbell encourages a CAI Membership to individuals in the industry as a networking and educational development opportunity. 


She moved to the Sacramento region from Huntington Beach in 2010 for family. She intended to only stay in Sacramento for a brief period but instead quickly fell in love with the accessibility and decided to stay. She currently lives in Roseville where she enjoys hiking, kayaking, paddle boarding, and camping. When she is not off on an outdoor adventure, she uses her free time to travel and relax poolside with a good book and a glass of wine.

Ashley has over 15 years of experience in the Homeowner Association industry. Most recently, she held the position of Regional Manager of a property management company. Having served as an HOA Community Manager has afforded Ashley has a great understanding of our clients’ desires and expectations.

Becky Jolly has a long-standing career in the Community Association industry beginning in 2001 where she quickly learned the ropes of managing Homeowner’s Associations. She received her CCAM designation in 2007 and joined the OMNI Community Management family in 2008. She furthered her knowledge in the industry by running the CARS Collection Agency for several years, which gave her a unique skill set in which she enjoys educating her Board Members on the importance of their fiduciary duties. In 2016, Becky was transitioned back into a Community Manager position where she currently has a full portfolio and manages on-site staff members. With Becky’s passion for knowledge and years of experience, she is continuing to grow in her professional development. In her spare time, Becky enjoys writing novels, baking, and spending time with her family.

Melina Drazich, Chief Operating Officer. Melina is responsible for directing and leading all operations for the Firm, including accounting and human resources. In this role, she works closely with the Firm’s Partners to ensure continued growth and lasting success for Adams Stirling PLC.

After garnering extensive experience in business leadership, finance, operations, and communications, Melina utilizes that expertise when developing or implementing Firm initiatives. With a focus on efficiency and standardization, she embraces change and approaches each obstacle with positivity and the goals of innovation and team adoption. Her keen interpersonal skills guarantee the Firm's employees receive comprehensive guidance and support.

Scott Hubbard is the President of Operations for Associa Northern California. Mr. Hubbard has worked in the community management industry in the Sacramento region for 15 years. During his 15 years in the industry he has served as a Portfolio Community Association Manager and as a General Manager to four different large-scale associations in the Sacramento area. He is a certified Community Association Manager through the Community Associations Institute (CAI) and received his AMS Designation in 2018. Mr. Hubbard is a member of the Board of Directors for the California North Chapter of CAI, serving as their President. He is also a member of the North Chapter’s Legislative Support Committee and the Liaison for the California Legislative Action Committee. He was named On-Site Manager of the Year by CAI in 2014 while serving as the General Manager to one of the largest master plan developments in the region, and in 2017 his most recent association was awarded the CAI Large Scale Association of the Year award.

Partner Jasmine Fisher Hale is an expert in representing common interest developments with over 20 years of experience. Ms. Hale represents master planned communities, large condominium projects, mixed-use and high-rise developments as their corporate counsel and, when applicable, their employment law counsel. Ms. Hale works with associations in employee relations and staff management. She also specializes in contract negotiations, land use and easement issues, corporate governance matters, governing document matters, and complex legal opinions on a wide array of topics affecting community associations.

 

Ms. Hale is deeply involved in the community association industry including serving as a Delegate for the California North Chapter’s Legislative Support Committee (LSC), a Board member for the California North Chapter, and she is one of a handful of Fellows designated by the College of Community Association Lawyers (CCAL). Ms. Hale previously served as the LSC Liaison for the Channel Islands’ Chapter and is a frequent speaker at industry conferences (locally, around California, and across the U.S.) in addition to being regularly published in industry publications.
